New Book Details China Spy Effort Ahead of Beijing Olympics

PARIS (AFP) — As athletes train for the summer Olympics in China, a new book claims that the country’s vast spy network is gearing up for a different challenge – keeping an eye on journalists and potential troublemakers.

French writer Roger Faligot, author of some 40 intelligence-related books, has penned ‘The Chinese Secret Services from Mao to the Olympic Games’, due out February 29.

His findings claim that special teams are being formed at the country’s embassies abroad “to identify sports journalists … and to define if they have an ‘antagonistic’ or ‘friendly’ attitude in regards to China.”

Potential foreign spies who may seek to enter China by posing as journalists or visitors will be subject to special surveillance.

The same goes for human rights activists who could use the event to demonstrate in favour of causes such as Tibet, where China has violently crushed protests against its rule, it says.

That’s not to mention the long list of other issues preoccupying Chinese authorities, including the possibility of an Al-Qaeda attack and protests from the Falun Gong spiritual movement. China has outlawed Falun Gong, which combines meditation with Buddhist-inspired teachings.

“The watchword for the Chinese is ‘no problems at the Olympics,'” Faligot says.

Faligot, who is fluent in Mandarin, says he spoke with numerous Chinese officials.

According to him, two million Chinese work directly or indirectly for the intelligence services through the state security agency.

In a chapter titled ‘China: Gold Medal for Espionage’, the author says the director of the group coordinating Olympic security, Qiang Wei, has a 1.3-billion-dollar (885-million-euro) budget.

An Olympic security command centre has been created “in order to assure a response to all risks in real time”.

Olympic organisers admitted last year to budget overruns caused by extra expenditure on security at the Games, the biggest international event ever staged in communist China.

Last September, China’s then-police chief Zhou Yongkang said that “terrorist” and “extremist” groups posed the biggest threat to the success of the Olympics.

He did not elaborate, but China has previously accused some members of the ethnic Muslim Uighur community in the nation’s far western region of Xinjiang of terror-related activities.

In the year leading up to the August 8-24 Games, the Chinese army will have organised 25 exercises on how to respond to crises, including a chemical attack on the subway.

The teams being formed in foreign embassies will work in conjunction with “different Chinese intelligence services under diplomatic cover”.

Those intelligence services will include the secretive 610 office, set up in 1999 to target the Falun Gong movement and which operates worldwide.

But the intelligence services won’t only be deployed during the Olympics to keep an eye out, Faligot says. They’ll also be recruiting among the two million visitors expected for the event.

Should the United States Boycott the Beijing Olympics?

On August 3, Congressman Dana Rohrabacher, the Ranking Member on the Foreign Affairs Subcommittee on International Organizations, Human Rights and Oversight, introduced a House Resolution to boycott the 2008 Summer Olympic Games in Beijing.

He explained, “The Olympics represent the noblest elements of humanity and the Chinese regime represents the opposite. The Olympic torch is supposed to be a beacon of light shining upon mankind’s higher aspirations in the world and it’s a travesty to have that torch hosted by a regime that is the world’s worst human rights abuser.”

On March 28, 2007, actress Mia Farrow, a good-will ambassador for the United Nations Children’s Fund, drew the world’s attention to the Beijing Olympics when she and her son Ronan wrote an op-ed article for the Wall Street Journal. In the article, Farrow launched a campaign to label the 2008 Olympics the “Genocide Olympics.” Her forthright candor gave voice to the world’s awakening shock at Communist China’s ever-burgeoning atrocities, its total disregard for human values and its severe human rights violations.

Not only is China bankrolling Darfur’s Genocide; for more than eight years it has sought to eliminate Falun Gong, which in 1999 had an estimated 70 million practitioners in China; it has likewise abused democracy activists, lawyers, human rights defenders, religious leaders, journalists, trade unionists, Tibetan Buddhists, Uighurs, ”unofficial” church members, and political dissidents.

In 2004, Asma Jahangir the United Nations Special Rapporteur for Extrajudicial,Zhang Xiaohong Summary or Arbitrary Executions stated, “The Special Rapporteur continues to be alarmed by deaths in custody in China. Reports describe harrowing scenes in which detainees, many of whom are followers of the Falun Gong movement, die as a result of severe ill treatment, neglect or medical inattention. The cruelty and brutality of these alleged acts of torture defy description.”

After the United Nations Special Rapporteur on Torture, Manfred Nowak, completed his fact-finding mission to China he issued a press release on December 2, 2005, detailing some of the alleged torture methods the Communist regime uses on its victims. While too numerous to list, the most abhorrent include electric shock, cigarette burns, guard instructed beatings, submersion in sewage pits, exposure to heat or cold and deprivation of sleep, food or water.

In March 2006, Nowak reported that Falun Gong practitioners accounted for 66 percent of the victims of alleged torture while in the Chinese government’s custody.

The CCP is also known to subject its victims to forced brainwashing, rape while in police custody, and harvesting their organs on call, resulting in their deaths, so that their organs can be perfectly fresh for transplantations in order to make huge profits.

On March 20, 2007, in a more extensive report Nowak confirmed allegations of organ harvesting from Falun Gong practitioners, stating “Organ harvesting has been inflicted on a large number of unwilling Falun Gong practitioners at a wide variety of locations for the purpose of making available organs for transplant operations.”

According to Amnesty International, China continually holds thousands of political prisoners without charge or trial and is responsible for over 80 percent of all executions documented in the world.

All of these reports culminated, on August 3, 2007, in Congressman Rohrabacher introducing House Resolution 610 [3], aptly named because the “610 Office” in China is an extra-constitutional agency established by the former leader Jiang Zemin. It was specifically created to persecute Falun Gong and has absolute power over every level of the Communist Party and all political and judiciary systems.

Rohrabacher’s H.Res. 610 expresses “the sense of the House of Representatives that the United States Government should take immediate steps to boycott the Summer Olympic Games in Beijing in August 2008 unless the Government of the People’s Republic of China stops engaging in serious human rights abuses against its citizens and stops supporting serious human rights abuses by the Governments of Sudan, Burma, and North Korea against their citizens.”

Rohrabacher proclaims, “In 1936, Nazi Germany hosted the Olympics giving Hitler a worldwide platform to showcase his fascist propaganda. It was wrong to support the Olympic venue then and it’s wrong for the United States to support this prestigious event being held in a similarly fascist regime in 2008.”

Communist China lost its bid for the 2000 Olympics because of its horrific human rights violations. Recognizing this concern, the Chinese regime explicitly promised to improve human rights [4] in order to win the 2008 Olympics Games. Its subsequent record belies its empty promise. Human rights in China have not improved; they have grievously deteriorated.

China announced “One World, One Dream” as the slogan for the 2008 Olympics. Do we really dream of a world in which freedom and China’s human rights violations coexist?

We urge you to read Congressman Rohrabacher’s Resolution and then contact your House Representative in Washington, D.C. Ask him to co-sponsor or sign H.Res. 610. Your representative should then contact Mr. Paul Berkowitz or Tara Setmayer at 202-225-2415 at Rep. Rohrabacher’s office to co-sponsor or sign H.Res. 610.

Our dream should be a world without mind-boggling atrocities. Let us each do our small part to create that world.

Business is booming in China. It is now throwing open its doors to the world after long years of closure. The international community is just as eager to include China in the family of nations, to offer encouragement through business deals, and opportunities to sell us its shoes, clothes, computers, televisions in greater and greater numbers.

While China may show the rest of the world a new more open face, its body remains a Communist dictatorship whose main objective is to keep itself in power whatever this means to its people. We are shown evidence of this new wealth in its vast skyscrapers and sprawling new towns. But factories in all too many cities create a perpetual smog and attendant health problems. How can a state which does not have the health of its own people at heart be a safe player on the world stage?

As more openings are made with the West, increasing numbers of Chinese citizens are making contact with Western ideas. How will they deal with freedom of speech, of thought? Some Chinese students arriving in England recently showed how totally the government line is still stamped on its citizens’ minds as they reiterated the national double-think: on the one hand they claimed the Tiananmen Square event never happened, on the other hand that if anybody was killed there they deserved it.

Make no mistake, China is not in safe hands. With over 600 coal fired power stations underway, China is threatening the future of the rest of the world in its race for super-powerdom. This is the country which upholds stability at any cost – and therefore ruthlessly stamps out anything it perceives as struggle. It has consistently moulded the truth to fit its ideology and is bitterly determined to hold onto the power grabbed through violence. China has tightened the screws on freedom of thought, ignoring appeals for human rights as the State perpetrates violence against its own people, torturing and even executing those it deems dissident.

The 6-10 Office is a massive nationwide organisation, using vast amounts of GNP, with branches in every village, city, school, government agency and so on, and with one sole purpose: to intimidate, crush, torture even kill all those who practise the meditation and exercise routine of Falun Gong and live their lives guided by truth, compassion and forbearance. To those of us brought up in countries which inherited democratic ideas and Judaeo-Christian ethics, truth, compassion and tolerance could be considered as essential planks underpinning civilised human society. Just as they underpin the spirit of the Olympic Games with their desire to promote international understanding through sporting competition.

And so we may ask: How can a meditation and exercise routine, combined with a commitment to three benign principles, threaten any government? How do Falun Gong practitioners deserve political persecution? A state committed to atheism does not have to punish those who follow other ideas. But in China, choosing truth, compassion and tolerance as guides to life is tantamount to dissent, and dissent against the CCP is being against China; and being against China, in the Leaders’ mindset, deserves any punishment they choose. For of course these principles run counter to everything the Chinese Communist Party stands for. A Party which gains power through violence and struggle, then sets about systematically destroying any inconvenient events of its past is bound to be uncomfortable with citizens living by those three high moral principles.

For China this new wealth comes in handy for restocking vast arsenals of torture equipment, and building ever more labour camps. 6-10 Officers are set quotas of political dissidents to brainwash week by week, with a range of torture equipment to use. A quick jab with an electronic prod – sold for use on cattle – sends powerful shock waves through its victim. There is an endless flow of detainees to whip, shackle and prod. And there are even more humiliating options: to dispense with all equipment and force your charges to squat all day long with their hands clasped behind their backs, staring motionless at the floor and bawling Communist gibberish: this torture induces a loss of proprioception, even making standing impossible. This is 6-10 Office reeducation through physical pain as detainees shout themselves back into conformity through the demoralising reiteration of senseless slogans.

6-10 officers may blithely torture their charges to death knowing there will be no reprisal and that all fatalities will be recorded as suicide. There is no due process of law for practitioners, the proper legal procedures are simply by-passed. Once you are arrested you are immediately on the conveyor belt of detention centre, labour camp, brainwashing, torture.

We happily buy the New Life and New World products flooding the West. But these products are all made by slave labour of people illegally detained. And they range from hand-knitted sweaters to single use chopsticks. Yes, the cynicism of the names takes some beating, for the New Life and New World producers face nothing new except further torture until they denounce Falun Gong. It is said that 6-10 Officers deprive political prisoners of sleep until their product passes the most stringent quality control.

In Nazi Germany Dr Mengele and his gang tortured many thousands for the longterm purpose of purifying and perfecting Aryan stock. But China has refined even his torture methods, in a gross and original manner. In years to come the world will be truly horrified by what is known now to a few. In China today the State rewards its wealthy, politically correct members with longer, healthier lives by stealing organs from Falun Gong detainees. A cruel harvest indeed.

The 6-10 Office is acting as nurse, surgeon and organ salesman providing those who have succeeded in the present regime with new lungs, kidneys and hearts, meanwhile labeling Falun Gong as an evil cult. This smokescreen serves to make people fearful, after 24 hour television programmes denouncing practitioners have outlawed Falun Gong in the public mind. So the government has demonised one group, and given itself a free hand to blame all of society’s ills on that group.

Where have we heard that before? And is there not a further similarity with Nazi Germany when Hitler used the 1936 Olympic Games as a world platform to promote his ideology? Are we not in danger of celebrating the Olympic Games next year with just as vicious a host country?

But there is hope: one unexpected response to this repression, is that millions of people have become emboldened into leaving the Chinese Communist Party over the last few years. But why do people agree to join it in the first place? If you are faced with pressure from work mates to join the Party you would be forced into a most uncomfortable position. To refuse would make your future very dim and leave you open to suspicion.

For one of the questions on the application form reveals the government’s profound paranoia; are you or any member of your family Falun Gong practitioners. The same goes for passport applications. If you are a practitioner your commitment to truth forces you to answer honestly. Who would wish to condemn family members to detention without trial? To answer yes condemns your own family members to almost immediate detention; to answer no, submits the whole family to an anguished wait for the inevitable.

We must support the Chinese people in their struggle to change their government – by telling them the truth about the Party, about their Leaders, and their history of bloodshed, persecution and torture. Do not be fooled by the apparent openness, do not be seduced by the new prosperity. Every citizen remains a potential dissident under the present regime – which exists to show who is boss and to show that this boss will tolerate no thought processes but its own.

It is urgent that we redouble our efforts to make both China and the rest of the world a safer place, to release the 1.4 billion Chinese from their murderous Leaders and prevent the Olympic Games being smeared with the ordure of contact.

How can we trade with a country which has an annual execution toll of about 10,000 petty criminals? How can we visit, compete and celebrate together in a country where a terror regime of torture continues? How can any visitor be comfortable in a host country which does not uphold the basic tenets of human rights? How can democratic countries stamp their approval on China by sending their athletes to compete in the Olympic Games?

610 Office: China’s Modern Gestapo (8)- An Illegitimate Entity

6. The “610 Office” Is An Illegitimate Entity

The State Council issued “The Notification on the Structure of the Government” (State Council [2003] number 8) on March 21st, 2003. It states that, “The Office of Preventing and Handling the Evil Cult Problem of the State Council” and “The Office of Leadership Team to Deal with Falun Gong Problem of the CCP Central Committee” are the same organization with two different public names. It is directly controlled and run by the CCP Central Committee. (38) The government at all levels has formed the corresponding “Office of Preventing and Handling the Evil Cult Problem.” Those government offices still share the same offices with the CCP’s “610 Offices” and are controlled by the Political and Judiciary Committee of the CCP local branches. (14)

“The Office of Preventing and Handling the Evil Cult Problem “of the State Council was established in September 2000, (30) almost one year after the establishment of the “610 Office” of CCP Central Committee.

The first report of this office was February 26, 2002. On that day, this office co-organized an “Anti Falun Gong Advanced Deeds Report Conference” with the Central Human Resource Bureau, the Central Propaganda Bureau, Ministry of Public Security, Ministry of Civil Affairs and Ministry of Personnel of PRC (State Council). The next day, February 27, 2001, the Press office of the State Council held a press conference. (30)(Fig.3)

This government organization is not well known to the public. The major public event it held is co-organizing the “Anti-cult, promoting civilization” exhibition in July, 2001. (21, 39)

More recently, Wang Xiaoxiang, the deputy director of this office, attended “The Beijing Anti Falun Gong Working Conference” on January 9, 2003. (40) “The Notification on the Structure of the Government” (State Council [2003] number 8) was issued by the State Council on March 21st, 2003. In this notification, this organization’s setting was still mentioned. (38)

This means that “The Office of Preventing and Handling the Evil Cult Problem” of the State Council (the government version of “610 Office” was active from at least September 2000 to March 2003. However, the CCP authorized propaganda media People’s Net database, which was updated in April 2003, does not show either “The Office of Preventing and Handling the Evil Cult Problem” of the State Council or the “Leadership Team to Deal with Falun Gong Problem” of the CCP Central Committee on the State Council’s list (41) or the Central CCP’s list. (42)

There are only two subcommittees that can be related to Luo Gan on the CCP Central Committee’s directly controlled subcommittees. They are “Political and Judiciary Committee of the CCP Central Committee” and “Comprehensive Administration Office of the CCP Central Committee.” Both of these are headed by Luo Gan. Luo Gan’s personal information linked to these two subcommittees was updated on November 15, 2002.

Since “610 Office,” which has two other public names, was very active at that time, but both names couldn’t be found on any of the central government and the CCP Central Committee’s list, we consider it to be a secret, illegal organization. ( END )

5. Human Resources and Funding of the “610 Office”

The position of head of a “610 Office” is normally held by the Deputy General Secretary of the Political and Judiciary department of the corresponding Communist Party Branch. People who work in the office come from other governmental agencies.

Currently, certain positions are also open to the public at large as well as new college graduates. For example, in 2003, the “610 Office” of Hebei Province has one job opening for a student who had just graduated with a master’s degree (31). The “610 Office” of the Yunnan Province has 6 job openings to new college graduates (32). The “610 Office” at Changsha City, Hunan Province hired 2 people from the public at large in 2002 (33).

In Penglai City (formerly Penglai County), Shandong Province, there are 7 people in its “610 Office.” (10) On top of receiving a salary, each person also receives a “610 bonus” and other job-related compensation.

The Bureau of Human Resources and the Bureau of Finance in Hebei Province jointly released a document called “Notice on Giving Special Bonuses to the people who work in the “610 Office.” That document clearly stated that the bonuses are given based on key points from the April 28th National “610 Office” Directors’ Conference. (34)

In Haizhu District, Guangzhou City, the budget for the bureau of public security was 158 Million Chinese Yuan in 2002, an increase of 27 Million Chinese Yuan over 2001 or 21.29%. The main reason for the increase is to pay the salaries and special bonuses as well as the funding for the “610 Office.” (35)

Raohe county, Heilongjiang Province had one time spending for “610 Office” supplies. (36) Guangzhou City converted the Conghua Hot Spring Convalesce Center for City Police Officials to the working station for the “610 Office” of the city police department. (37) ( to be cont’d…)

610 Office: China’s Modern Gestapo (6)- The Scope of Power

4. The Scope of Power of the “610 Office”

On the issue of dealing with Falun Gong, the “610 Office” is completely above the power that a normal agency has at its level.

Other than reporting to the local Communist Party branches, it has higher power than normal government agencies and the Chinese legal, law and judicial system.

For example, the “610 Office” at the Zhuanglang County, Gansu Province has the following responsibilities: 1) “Directing, coordinating and checking the entire county’s struggle with Falun Gong and other cults” and 2) “Directing the police and the public security bureau to prevent Falun Gong and its cult organization from using the power within and outside China to overthrow the government as well as to ensure the stability of the society.” (16)

Other than directly persecuting Falun Gong (17)(Fig.2), the “610 Offices” also are involved with holding cultural activities (18), education (19), cable TV (20), holding exhibitions (21), Qigong (22), the women association (12, 23), the Chinese Communist Youth League (24) as well as other organizations.

It has the power to check and decide which TV programs get broadcasted outside of China (25). It can also interfere with lawyers on legal cases related with Falun Gong (26). At Datong District, Daqing City, a document clearly states that in order for an official to receive an assignment or a promotion, he must receive the blessings from the Department of Interior Affairs, the Political and Judiciary Committee, the “610 Office,” and others. Otherwise, no further progress will be considered.(27)

The “610 Office” operates clandestinely. This year, information about the “610 Office” on Chinese official web pages has been largely omitted.

An official document from CCP Rongchang County Committee states, “For the internal (the documents marked ‘secret’, use the name ‘The Office of the Leadership Team on the Issue of Dealing with Falun Gong of CCP Rongchang County Committee.’ For the external (the documents open to the public without secret level), use the name ‘The Office of the Leadership Team on the Issue of Dealing with Falun Gong of Rongchang County.’ The name of ‘610 Office’ is not allowed to be used. In public activities, the use of ‘The county 610 Office’ is absolutely forbidden.”(28) Traditionally, in the Communist Party, this kind of document can only come directly from the CCP Central Committee.

The Economy and Trade Committee of Suizhou City, Hubei Province received 204 official documents in 2001. Among them, 2 were marked as “Announcement,” 20 were marked as “secret,” and 2 were marked “highly secret.” Only one document from the “610 Office” of the Province was marked as “top secret”(29).

3. Naming and Reporting Relationships of the”610 Office”

There is a “Leadership Team to Deal With the Falun Gong Problem” at the CCP Central Committee as well as at each local CCP branch. Underneath it, there is “The Office of the Leadership Team to Deal with Falun Gong Problem,” which is also called the “610 Office.”

Most local “610 Offices” are associated with the Political and Judiciary Committee of the local CCP branches. A small number of them are associated with the Office of the Communist Party at the local CCP branches. Thus, the “610 Office” belongs to the Communist Party system.

Because it is unlawful for the Communist Party to directly handle administrative affairs, the government later formed a corresponding office called “The Office of Preventing and Handling Evil Cult Problems.” Later, the two offices from the Party side and the government side merged into one body but kept their own names. It’s still called the “610 Office” to outsiders and is still controlled by the CCP Political and Judiciary Committee.(14)

The reason that most “610 Offices” are associated with the Political and Judiciary Committee is that the committee itself is ambiguous in nature and can assume special power.

There are a few exceptions. In Heilongjiang province, it’s called “615 Office” 14d), while in Huangshi City, Hubei Province, it is “The Office of the Leadership Team on the Issue of Dealing with Falun Gong and Other Qigong Organizations that are Harmful to Society”(15).

In some areas, the “610 Offices” are associated with the offices of local CCP Committee or another existing CCP subcommittee “Comprehensive Administration Office” 10b, 10d). (to be cont’d…)

2. The Structure of the “610 Office”

Under Jiang’s direct order, the CCP Central Committee formally created the “Leadership Team to Deal with the Falun Gong Problem. Li Lanqing, Ding Guangen and Luo Gan were put in charge of the team, with Li Lanqing as the team leader. (2)(Fig.1)

On June 10, 1999, this leadership team formed an office and called it the “610 Office.”

Liu Jing (7) and Wang Maolin (8) each served as directors of the central “610 Office.” The existence of the Central Committee “610 Office” can be validated by the official documents from the Chinese State Council, other Ministries and local governments as well as Chinese media reports (9).

Following the establishment of the Central Committee “610 Office,” each province, city, county and township quickly formed a corresponding organization, and each of them is called “610 Office.”

After Jiang began to suppress Falun Gong on July 20, 1999, the Central Committee “610 Office” became a permanent organization within the CCP, and was elevated to the level of a Ministry.

The head of each “610 Office” also received an official rank. For example, in Yangquan City, Shanxi Province, the head of the local “610 Office” had the same rank as the head of a county. In the county of Penglai, Shandong Province, the head of the local “610 Office” has the same rank as the director of a Section. (10)

In addition, each university, government organization, and major corporation also formed its own “610 Office.” (11) In one official government document, all central, provincial and city “610 Offices” were mentioned. (12) It is evident that various “610 Offices” were established under the direct order of the CCP Central Committee. The regional commissioner at Simao, Yunnan Province said, “Certain organizations outside the original structure, such as the ‘610 Office,’ must be formed because they were required by the CCP Central Committee and the provincial Committee.”(13)

In China, the Central Committee has all the power. Local governments don’t have any power to make their own decisions or to pass their own laws regarding major policies. The order of the Central Committee is carried out throughout the country, and there is basically no distinction on how the orders are implemented in different regions. (to be cont’d…)

The official crackdown on Falun Gong was marked on several documents released around July 20, 1999. These documents are:

“The announcement of the CCP central committee on July 19, 1999” (3),
“The announcement of the Chinese Ministry of Civil Affairs” (4),
“The announcement of the Chinese Ministry of Public Security on July 22” (5),
“The announcement of General Administration of Press and Publication on July 22” (6),
and others.

Among them, the earliest one was the “Announcement by the CCP Central Committee Forbidding Party Members to Practice Falun Dafa” published on July 19, 1999. In other words, the “610 Office” was formed exactly 40 days prior to the official announcement by the CCP Central Committee announcing the official crackdown against Falun Gong.

Traditionally, only the supreme leader of the CCP has the power to bypass normal CCP procedures in order to achieve his personal mission. Throughout the CCP history, there have been a number of such examples including:

1) The formation of the CCP Cultural Revolution Leading Committee under the order of Chairman Mao Zedong.

2) The formation by Deng Xiaoping of the Elders’ Democratic Activity Committee, which ordered the forced resignation of Hu Yaobang.

3) In 1989, under the order of Deng Xiaoping, a leadership team was formed, which eventually ordered the shooting and killing of students and ordinary citizens who were protesting for democracy on Tiananmen Square on July 4, 1989.

Based on the traditions of the CCP, the position that Jiang held within the party, the difference in attitude exhibited between Jiang and other members of the Politburo Standing Committee in their public speeches on the issue of Falun Gong, the letter that Jiang wrote to the members of the Politburo Standing Committee and other leaders as well as his speech at the Central Politburo meeting, it is easy to reach the conclusion that the formation of the “610 Office” was purely Jiang’s personal decision. On April 25, 1999, more than ten thousand Falun Gong practitioners held a peaceful appeal in Beijing. That same evening, Jiang Zemin wrote a letter to the members of the CCP Standing Committee and other Chinese top leaders. In the letter, Jiang first made the statement, “The Communist Party must vanquish Falun Gong.” In the letter, he said, “How could it be possible that the Marxist theory that we Communists endorse and the materialism and atheism that we believe in can’t vanquish what Falun Gong propagates? If it were true, wouldn’t we become laughing stocks?”(1)

On June 7, Jiang held a meeting among the Politburo members of the CCP to discuss how to swiftly handle and solve the “Falun Gong problem.” During the meeting, Jiang gave a speech saying, “We must take this issue seriously, do more in-depth research, and take effective countermeasures. The Central Leadership has already agreed to let Comrade Li Lanqing form a leadership team whose sole mission is to deal with the “Falun Gong problem.” Comrade Li Lanqing will be the team leader. Comrades Ding Guangen, Luo Gan and will be the assistant team leaders. Other comrades who are in charge of relevant departments will be members of the team. They will work together to choose and implement procedures, methods and measures to solve the “Falun Gong problem.” The Central Leadership, all the ministries in the government, and all the provinces, autonomous regions and municipalities directly under the Central Government must closely cooperate with the team.”(2)

Three days later, on June 10, 1999, the CCP Central Committee formed the “Leadership Team to Deal with the Falun Gong Problem.” Li Lanqing, Luo Gan and others led the team, and the “610 Office” was formed under them. On June 10, 1999, bypassing procedures required by the Chinese constitution and other laws, and under direct orders from the then leader of the Chinese Communist Party (CCP), Jiang Zemin, the CCP Central Committee formed the “610 Office,” an organization with the sole mission of cracking down on Falun Gong.

Besides its central office in Beijing, the “610 Office” has branches in all the Chinese cities, villages, governmental agencies, institutions, and schools. In terms of its establishment, structure, reporting mechanism, operation and founding mechanism, it is an organization that is allowed to exist outside of the established framework of the CCP and the Chinese government. The power it has far exceeds that which is officially authorized under the Chinese constitution and other laws; furthermore, it is free from budgetary constraints.

The “610 Office” has full control over any issue that has to do with Falun Gong, and has become an organization that Jiang Zemin uses personally and privately to persecute Falun Gong.

This organization does not have any legal basis. It is an organization that is very similar to Nazi Germany’s Gestapo and the “Central Committee of the Cultural Revolution” during the Chinese Cultural Revolution. Because of its special status and function, the “610 Office” should take major responsibility in the brutal treatment that numerous Falun Gong practitioners have suffered from. This ill treatment includes being tortured, even being tortured to death or to the point of permanent disability, being unlawfully detained, being sent to labor camps, and being forced to pay large sums of money as fines.

The fall broke her left arm, caused a bump the size of a bowl on her head, and made her insane. To this day she cannot speak. The prison doctor did not change the cast on her arm the entire summer. Consequently, her arm festered, and bugs crawled around it. Seeing Ms. Zhao’s suffering broke my heart. I also witnessed other atrocities in this persecution. We, the female practitioners, were all stripped naked and tied with limbs spread apart on a bed board for over 26 days. We suffered incessant humiliation and sexual assault from male police, doctors, and inmates.

“I was transferred back to the No. 3 Detention Center for refusing to renounce Falun Gong. The Detention Center refused to accept me, because it heard that I would die soon, and it feared to take responsibility for my death. Outraged police then hung me on a door for six hours and beat me. I was taken back to the prison hospital for more persecution. I went on a hunger strike to protest. On the 50th day, a prison doctor cut open my vein and placed an IV needle in it. My blood seeped out and stained the bed and floor. Already accustomed to the bloody persecution, the police and prison doctors were not at all disturbed by my excessive bleeding. Each day, they administered 10 bottles of unidentified thick fluid to me. They left me to urinate and defecate on the bed—I lay in a pool of urine and feces for over 50 days. The full extent of the misery is beyond description. My veins collapsed due to the hunger strike, so the thick fluid could not pass through. The head surgeon just shook the bottle and squeezed the fluid into my vein. I passed out many times because of the excruciating pain.” (to be cont’d…)

Each of the seven police smoked three cigarettes at the same time and puffed smoke into the barrel. This was suffocating and I fainted. They poured cold water on me. When I was barely awake, they used the burning cigarettes to scorch my eyeballs. I would struggle a little when I began to gain consciousness. After that, they punched my head, face, nose, and teeth. They knocked out my two incisor teeth. My face swelled up and turned to dark purple. They also pierced my ears using thin sticks. I couldn’t hear anything for the next two weeks. Eventually, they wore themselves out from torturing me and went to sleep at 2 a.m. “In March of 2002, they tortured me three times within 17 days in that devil’s hole. Each time, the torture was more brutal. The last two times happened at midnight. Each time, seven or eight police came and took me from the cell and sent me back barely alive. One time, the police didn’t want the others to see how badly I was tortured. They dressed me up in thick clothing. However, blood still came out. Then the police dressed me with more clothing but the blood soaked the clothing again. Practitioners there couldn’t go to sleep because of the horror and concern over fellow practitioners.

“The police ‘interrogated’ all the practitioners on the 6-10 Office’s blacklist everyday. They tied up each practitioner, put a cloth bag over the heads and cuffed the hands behind the backs. Then they would throw them into the trunk of the police car and drive to the mountain to the devil’s hole where they viciously tortured them.

“The relentless torture destroyed my body and health. They had to lie about my poor condition to get the No. 3 Detention Center to accept me. On the following day, I was sent to the Provincial Hospital and then the No. 3 Military Hospital for physical examination. The results indicated that my body had sustained injury nearly everywhere and was in a critical condition, and thus I did not meet the minimum health standard to be detained. That afternoon, police had taken Ms. Guo Shuaishuai and me back to the prison hospital and launched a new bout of persecution there. We were tied onto a bed. Police injected me with some drug, which has made me unable to feel my legs ever since. My legs became ice-cold and completely numb. (to be cont’d…)

gao zhisheng 1-a Wang Yuhuan is a female Falun Gong practitioner that the Changchun police arrested. She was detained at forced labor camps nine times in the past six years. She said: You won’t believe this. But at the forced labor camp, in order to collect money, police tried to sell sleeping space. The price was 2,000 yuan (around $250) per month. Once you bought it, you would have the right to lie down on your back when sleeping. Otherwise, you would have to lie on your side since the cell was small. Meanwhile, those who bought the space were entitled to beat us up. As Falun Dafa practitioners, we wouldn’t spend so much money to buy sleeping spaces. As more criminals bought sleeping space, the rest of the people had less space for sleep and it became more painful to sleep.

“In August 2000, I was sent to the Heizuizi Forced Labor Camp. Police there tried to force me to ‘transform.’ I had to work 18 hours everyday. The workload was very high. It was to make products for export. Besides working, they forced me to write ‘repentance’ reports. The criminals in my cell would beat me up if I refused to do so. In order to ‘transform’ me, Sun Mingyan, the officer-in-charge of the No. 6 Squad, sat on my head and shocked my head and face with an electric baton for more than one hour. My hair was scorched and my face and neck were severely burned. I was bruised all over my face and body. When I was released in November 2001, I still wasn’t able to pick up a bowl. The 6-10 Office also illegally took 2000 yuan (approximately $250) from me when I was released.

“On March 5, 2002, some Falun Dafa practitioners successfully broadcast a video clip about the truth of Falun Dafa on TV. The Central 6-10 Office ordered a large-scale arrest in Changchun. I was arrested then. Police arrested over 5000 Dafa practitioners at that time. Each cell at the detention center had to hold at least 50 people. They even detained Falun Dafa practitioners in bathrooms because of limited space. The First Department of the Changchun Public Security arrested me on March 11, 2002. They locked me in a 1.3 meter-high iron cage at the police substation near the Nanguan District Caishen Temple. I couldn’t stand up at all. On the night of March 12, Gao Peng, Zhang Heng and some other policemen from the First Division of the Criminal Squad interrogated me. They handcuffed my hands behind my back and put a cloth bag on my head. They used a rope to tighten the bag on my neck so that I couldn’t see anything and I could hardly breathe. Then they tied me up using ropes and put me in the trunk of the police car. They drove to a mountain where they brutally tortured Falun Dafa practitioners at will. Many fellow practitioners were tortured to death in this place. Mr. Liu Haibo was stripped of all his clothes and forced to kneel down. Police pushed the longest electric baton they could find into his bottom and gave his organs electric shocks. Liu died immediately on the site. Liu Haibo was a college graduate. (to be cont’d…)

The criminals found out that he had hidden our Teacher’s articles in his clothing, so they had hit him with a wrench over 50 times. Not long after that, this practitioner was beaten to death. My younger sister was sentenced to 10 years imprisonment, and at the same time, her husband was sentenced to 3 years imprisonment. Furthermore, only because they practiced Falun Gong, their nine-year-old child was dismissed forcefully from school under the order given by the 6-10 Office. Among the Falun Gong practitioners who kept in touch with me, eight or nine practitioners had been beaten to death. Their names were Wang Shouhui, Liu Boyang, Liu Haibo, Liu Chengjun, Xu Shuxiang, Wang Kefei, Yu Lixin and Deng Shiying. As for the names of other practitioners who were persecuted to death, I couldn’t even remember their names right now! All these are facts that are extremely cruel!

“Zhang Shuchun is my second younger sister. When the police tried to arrest her, she jumped downstairs. Her broken ribs pierced into some of her organs. Her legs and arms were broken, too. She immediately fainted. Soon many passersby stopped to look at her and asked what happened. The policeman from the 6-10 Office said, ‘She had a fight with her husband about a divorce.’ Since she was a so-called ‘Wanted Criminal,’ the police took her to a hospital. But the doctors at the hospital thought it unnecessary to try to save a Falun Gong practitioner. They said, ‘Just throw her out,’ and surprisingly, the police did throw her out in a suburban area. gao zsLiu Shuqin, a 60-year-old lady from Changchun, was arrested and sent to labor camps five times in six years. This old lady calmly told us the barbarous torture she suffered:

“I was first arrested in February of 2000. The police violently hit and kicked us to the police car, which took us to the Balipu Detention Center. I was locked up for 15 days without any legal procedures. Altogether more than 10 of us were arrested, and all experienced unspeakable torture. After that, the Neighborhood Administration Office and the police continued to harass me.

“On December 31, 2000, I was arrested for the second time when I went to Beijing to appeal to the government. I held out a banner that said “Falun Dafa is Good,” and the Tiananmen police hit my back violently with electric batons, forcing me onto a police car. Later I was thrown into a dungeon with walls covered with ice and frost. The police forced me to take off all my clothing, and ordered someone to shoot water on me from a big pipe. They left me to sleep on the bare floor naked, with nothing to cover my body. The toilet in the room stank so much and smelled so bad. Everyday, several policemen came to interrogate me. They did not allow me to sleep at night. After 38 days of interrogation, they did not get anything.

“On December 31, 2001, several practitioners and I hung banners outside to expose the lies of the government about Falun Gong. Someone reported us and we were arrested. The police from the 6-10 Office beat me violently without stopping. At midnight that day, I was sent to the No. 3 Detention Center. There, a policeman punched my eyes with his fists. My eyes became blurry and I could not see anything. They hit my head a few more times. Faced with their brutal behavior, I told them good and evil will be repaid. The police asked inmates to bring a heavy chain weighing 28 kg (approximately 61 lbs.) and put it on my ankles. I was detained for 22 days, during which I suffered tortures that were worse than death. Later on, the police took a lot of money from my family before they released me. (to be cont’d…)

Gao Zhisheng(con’t)In this letter, I will not avoid any of the real problems I saw, even if this means I may be immediately arrested when this letter is publicized. The 15 days of investigation again showed me the painful truth. The 6-10 Office is—or at least can be called—a gang that exists within the political power of the nation, yet is higher than the political power. It is a gang that can control and regulate all political resources. Although it is an organization that exists outside of the Constitution and the regulations of the country’s power structure, the 6-10 Office is using many powers that are only supposed to be used by agencies of the national government, and even many powers that are beyond those of agencies of the national government. It uses powers that don’t belong and have never belonged to the nation since the beginning of mankind’s political civilization on this earth.

We can see that the power symbolized by the number 6-10 continues to “interface” with the public through ways such as killing a person’s physical body and spirit, shackles, chains, electric shock tortures, and “tiger benches.” “The nature of this power has become that of a criminal gang. It continues to torture our mothers, sisters, children, and our entire nation. Mr. Hu and Mr. Wen, as members of our nation in special positions at this time, and especially as individuals who are perceived by the majority of the public as being conscientious, you should face everything together with all of us.

At this moment, with a trembling heart and a trembling pen, I am writing down the tragic experiences of those who have been persecuted in the last six years. Among the true accounts of unbelievable brutality, among the records of the government’s inhuman torture of its own people, the immoral acts that shocked my soul the most were the lewd yet routine practice of attacking women’s genitals by 6-10 Office staff and the police. Almost every woman’s genitals and breasts or every man’s genitals have been sexually assaulted during the persecution in a most vulgar fashion. Almost all who have been persecuted, be they male or female, were first stripped naked before any torture. No language or words could describe or re-create our government’s vulgarity and immorality in this respect. Who with a warm body could afford to stay silent when faced with such truths?

At 4:20 p.m. on October 28, 2005, Ms. Wang Shouhui (mother) and Mr. Liu Boyang (son) from Changchun City were followed by 6-10 Office staff and were illegally arrested. The two were brutally tortured by the police. At about 8 p.m., 28-year-old Liu Boyang died from the torture. About 10 days later, his mother was also tortured to death. The bodies of the unfortunate duo are still in the hands of the 6-10 Office officials. It took the 6-10 officials three days to inform Liu’s father of his death, while Ms. Wang’s time of death remains unclear. Liu’s father looked for a lawyer in his city, but no one dared to accept his case. The elderly man said, “In a society like this, it is harder to live than to die. Living brings more pain. After I take care of their burials, I’ll follow them and leave, too.”

Ms. Wang Shouhui, her husband, and her son (Liu Boyang) began practicing Falun Gong in 1995. Since the persecution of Falun Gong started on July 20, 1999, they were continually harassed by police from the Zhengyang Police Station of Luuyuan District and officials from the Zhengyang Neighborhood Administration Office. Ms. Wang was illegally detained in October 1999 and sent to the Heizuizi Labor Camp in February 2000. At the labor camp, she was tortured with an electric baton eight times. She was also forced to work during the day. For five days and nights, she was prohibited from sleeping and was required to remain standing. She was tortured using a “death bed” several times. The most serious time, she was beaten with two electric batons for over one hour while tied to the “death bed.” She did not have even one part of her body and face intact. She was only released after the torture put her life in danger. (To be con’t)
